Since May 2004, National Agency for Development of Small and Medium Enterprises (NADSME) took part in the implementation of projects financed from Structural funds under the Sectorial Operational Programme Industry and services (SOP IS).
Sructural funds department was established on March 1st 2004 in order to secure all tasks of the Intermediary body under the Managing authority (IB/MA) for the Measure 1.1. „Support of the development of new and existing enterprises and services“ and Measure 1.2 „Support of building and reconstruction of infrastructure“, Priority 1: „Improvement of the competitiveness of industry and services with the use of the domestic potential growth“ of SOP IS .
NADSME and its department of structural funds as IB/MA fulfils all tasks in accordance with Council regulations nr. 1260/1999 and 448/2001 in the process of the implementation of SOP IS. The main areas are as follows:
- information provision to general public on the EU structural funds, possiblities of funding, calls announcements for the submission of proposals and the provision of non-returnable contributions,
- calls announcements for the submission of proposals for the provision of non returnable contributions,
- registration of applications and individual projects,
- formal checks of applications,
- application and project assessments by internal and external experts,
- secretariat works for the selection committee and selection of projects by the selection committee,
- securing the harmonisation of procedures realised during the assessment process according to the statute and the agenda of the selection committee, with the Slovak and EU legislation,
- elaboration of the final report on the assessment of applications and projects by the selection committee;
- drawing contracts on the provision of non returnable contributions with aid beneficiaries/final recipients;
- accepting applications for payment and declarations on the confirmation of authorised costs;
- monitoring of allocated non returnable contributions during the realisation of projects and after their completion during the period of 5 years by means of indicators of successful projects;
- co-operation in the area of controling and audit;
- withdrawl from a contract on the provision of non returnable financial contribution;
- implementation of the Priority 1 of SOP IS „Improvement of competitiveness of industry and services with the use of the domestic growth potential“ divided into measures:
- „Support of the development of new and existing enterprises and services“ – Support scheme of small and medium enterprises (State aid scheme) – support of the private sector,
- „Support of building and reconstruction of infrastructure“ – part incubators, research and development centres, technological parks, modernisation and link between scientific, academic and technical libraries with business practice – support of the public sector,
- implementation of the Priority 1 of SOP IS, Measure 1.1 and 1.2 for the provision of non returnable financial contribution to public and private sectors in accordance with the Plan of contracting and reimbursement of non returnable financial contributions;
- archiving of relevant dokumentation connected with the realisation of a project
